Pass payment processing fees onto client

I'd like to be able to choose who pays the payment processing fees when using Stripe/PayPal.

There needs to be a way to toggle so when the person paying uses a preferred method, they are not charged the "Online Processing fee", but if they choose to pay via card, the price is automatically included.
